- CVS means Certified Value Specialist, awarded by SAVE International for demonstrated competence in the Value Methodology.
- The written exam requires 75% to pass, runs three hours, and allows no reference materials.
- You need 160 practice PDUs across at least six studies before your application can lead to the exam.
- The separate live-facilitation Part 2 exam was eliminated on September 3, 2025; facilitation is now tested in the single exam.
What the Certified Value Specialist Credential Actually Is
The Certified Value Specialist designation is a professional certification in the Value Methodology (VM), the structured, function-based approach to improving the value of projects, products and processes. It is not an entry-level knowledge badge. It is designed to confirm that a practitioner can lead and deliver value studies, facilitate multidisciplinary teams through a formal job plan, and manage value programs in an organization.
If you are still orienting yourself on terminology, our explainers on what CVS certification is and what CVS stands for cover the basics. This article goes further and walks through the credential end to end: the issuer, the prerequisites, the exam mechanics, the competency framework, the money, and a preparation approach built around how value studies actually unfold.
Who Issues It and Where the Scope Comes From
The credential is issued by SAVE International, historically the Society of American Value Engineers. SAVE publishes the Value Methodology Core Competencies, a four-page framework effective October 1, 2025, which defines what a certified practitioner is expected to know and do. The same framework separates objectives specific to the CVS level from prerequisite foundations drawn from the earlier Value Methodology Associate (VMA) level, which the CVS exam also applies.
Two points about this framework are worth internalizing:
- It is unweighted. SAVE does not publish percentage weights for the competency areas, so you should not trust any site claiming that a given area is "20% of the exam."
- It layers levels. VMA-level knowledge is assumed. Expect questions that require you to apply foundational concepts, not merely recognize them.
The program itself is governed by the SAVE International Certification Program Manual. The edition this article draws on is the 18th edition, effective October 15, 2025. SAVE has indicated that a 19th edition is being prepared, so always confirm details against current issuer pages (more on that near the end).
The Eligibility Path Before You Ever Sit the Exam
Unlike many certifications where you buy a voucher and book a seat, the CVS requires you to be approved first. Applications go through the CVS Certification Application Portal, and the evidence you submit is reviewed before you become eligible to test. For a deeper checklist, see our guide to CVS requirements and eligibility.
Core prerequisites
- A VMA credential in good standing.
- Completed VMF2 training, or its replacement pair, VMF2A plus VMF2B.
- An approved application and affidavit.
- Acceptance of the SAVE ethics requirements.
- Demonstrated competence, evaluated through your submitted evidence.
The experience threshold
The manual calls for 160 practice PDUs earned across at least six studies, with each eligible study contributing between 24 and 56 PDUs. You also need actual experience facilitating phases of a study, not just attending them. Facilitation training itself requires 24 PDUs, including at least 16 live and no more than eight prerecorded.
The VMF2 transition
SAVE's March/April 2026 update recognizes both the legacy VMF2 course and the newer two-part route. Under the current model:
- VMF2A is roughly eight hours of self-paced learning, priced at US$200 for members or US$250 for nonmembers.
- VMF2B is at least 24 hours of live study-performance training, with tuition set by the instructor.
These figures are course hours, not PDUs, and VMF2B practical training is distinct from certification testing. It builds the facilitation skill the exam later assesses.
Exam Format, Delivery and Passing Standard
The written exam is administered through Kryterion/Webassessor in English, using multiple-choice or similar item types. You can test at a testing center or through live remote proctoring. No reference materials are permitted, so the exam rewards recall and applied judgment rather than look-up skill.
| Element | What the issuer states |
|---|---|
| Provider | Kryterion/Webassessor |
| Delivery | Testing center or live remote proctoring |
| Time to answer | Three hours |
| Sign-in and instructions | A separate 15-20 minutes (18th-edition manual) |
| Reference materials | Not allowed |
| Passing score | 75% per the current exam page |
| Official question total | Not verified |
| Published pass rates | Not verified |
Remote candidates need the required computer, webcam, microphone, reliable internet and a secure testing setup. Treat the equipment check as part of your preparation, not an afterthought. Our pages on the CVS passing score, exam dates and scheduling and pass-rate data go deeper on each of these points.
What happened to Part 2
Older descriptions of the program refer to a two-part exam with a live-facilitation component. SAVE eliminated the separate CVS Part 2 live-facilitation exam on September 3, 2025, stating that the new exam addresses all core competencies, including facilitation. If you read a study resource that tells you to prepare for a live facilitation performance test, it is out of date. Facilitation knowledge now has to be demonstrated within the written exam itself, which makes the facilitation and team dynamics content more important to study, not less.
The Twelve Competency Areas You Must Master
The framework is presented as twelve headings. These are not twelve independently weighted written-exam domains, and they are not all exclusive to the CVS level, but they are the best map of what you can be asked. For a longer treatment, see the complete guide to all 12 CVS content areas.
Domain 1: Value Methodology
The conceptual foundation: what value means, how function relates to cost and performance, and why the methodology is structured as it is.
- Be able to explain value in terms of function, performance and resources.
- Understand where VM fits relative to other improvement approaches.
- Expect VMA-level definitions to be applied inside scenarios.
Domain 2: Value Methodology Job Plan
The phase-by-phase structure that organizes every study. Know the sequence, the purpose of each phase and the outputs that hand off to the next one.
- Distinguish what belongs in each phase from what merely feels related.
- Recognize the consequences of skipping or compressing a phase.
Domains 3 and 4: Preparation Phase and Information Phase
Scoping a study, selecting the team, gathering data and establishing the baseline the team will work from.
- Study scope, objectives, constraints and participant selection.
- What information is collected, how it is validated and why gaps matter.
- Cost and performance baselines that later phases measure against.
Domain 5: Function Analysis Phase
The heart of the methodology. Candidates should be fluent in defining functions, structuring them logically and using that structure to direct the creative work.
- Writing functions in disciplined, action-oriented terms.
- Building and interpreting function models.
- Linking functions to cost and worth to find where value can improve.
Renewal rules reinforce how central this is: they require eight live Function Analysis PDUs.
Domains 6, 7 and 8: Creativity, Evaluation and Development Phases
Generating ideas, screening and ranking them, then turning survivors into documented proposals.
- Creative techniques and the discipline of deferring judgment.
- Evaluation methods that rank alternatives against stated criteria.
- Development of proposals with supporting cost, performance and risk information.
Domains 9 and 10: Presentation Phase and Implementation Phase
Communicating recommendations to decision makers and ensuring approved ideas actually get carried out.
- Structuring a presentation around decisions rather than data dumps.
- Tracking implementation, accountability and follow-through.
Domain 11: VM Facilitation and Team Dynamics
With the live Part 2 retired, this area now carries more of the weight in showing you can lead a study.
- Managing multidisciplinary teams, conflict and participation.
- Adapting facilitation for different settings, including virtual studies.
Note that the framework's virtual-facilitation objectives carry a footnote saying resources are to be provided by SAVE, so check the issuer for supporting material.
Domain 12: VM Programs
Moving from running a single study to building and sustaining value activity across an organization.
- Program structure, policy, reporting and measurement of results.
- How agencies and companies embed VM into project delivery.
Fees, Retakes and Renewal Mechanics
Costs are straightforward but have a few conditions worth noting. For a full breakdown including course tuition, see the CVS certification cost guide.
| Item | SAVE member or qualifying government employee | Nonmember |
|---|---|---|
| Initial application, including the exam | US$500 | US$1,000 |
| Second or later submission after rejection | US$250 | US$500 |
| Renewal (every four years) | US$400 | US$1,200 |
Government eligibility for the member rate requires that you manage an active agency value program. Renewal fees are subject to transition proration for renewals from January 1, 2025 through December 31, 2026.
Retake rules
Two exam retakes are permitted within one year. A third failed attempt requires a brand-new CVS application and fee, so the real cost of an underprepared first sitting can be substantial.
Staying certified
Renewal comes every four years and requires:
- 160 VM Activities PDUs.
- 56 Learn VM PDUs, including eight live Function Analysis and eight live Facilitation PDUs.
- 16 VM Society Service and Promotion PDUs.
Key Takeaway
Budget for the whole lifecycle, not just the exam. Application, VMF2 training, and a four-year renewal cycle with a heavy PDU requirement make this a sustained professional commitment. Our ROI analysis weighs that against the career benefits.
Who Values This Credential
The Value Methodology has deep roots in public-sector infrastructure and design-and-construction project delivery, so the credential is most recognized in organizations that run formal value studies. Typical environments include:
- Government agencies with active value programs, which is why SAVE offers the member rate to qualifying government employees who manage such programs.
- Engineering and architecture firms that facilitate value studies for owners.
- Construction and program management consultancies advising on cost, scope and risk.
- Manufacturers and product organizations applying function analysis to design and cost reduction.
Because the credential certifies the ability to lead studies, it tends to appear in roles such as value engineer, value study facilitator, VM program manager and design review lead. We do not cite specific compensation figures here because SAVE does not publish them; see our salary analysis and CVS jobs overview for context on roles and market positioning.
Sequencing Your Preparation Around the Job Plan
Rather than a generic schedule, organize your study around the order in which a real value study unfolds. The job plan phases build on each other, so learning them in sequence reinforces how outputs flow from one phase to the next. This timeline assumes you already hold your VMA and have completed your training, and it is a framework to adapt, not an official SAVE plan.
Foundations and the job plan
- Review Domains 1 and 2 and re-read the core competencies document.
- Make sure VMA-level definitions are automatic, since they are assumed.
Front-end phases
- Study Preparation and Information (Domains 3 and 4).
- Practice identifying what data a study needs and what makes a baseline credible.
Function Analysis, the priority
- Spend the most time on Domain 5; weakness here undermines everything after it.
- Work function statements and models until they are second nature.
Idea to decision
- Cover Creativity, Evaluation, Development, Presentation and Implementation (Domains 6 to 10).
- Trace one imagined study from idea generation through implementation tracking.
Facilitation, programs and full review
- Study Domains 11 and 12, then take timed practice sets on all twelve areas.
- Rehearse the three-hour closed-book format.
For a fuller approach, use our CVS study guide, the one-page cheat sheet for last-week review, and the difficulty breakdown to calibrate your expectations. Timed question practice on the main practice test site helps you build stamina for a no-reference-materials sitting.
Version Notes and What to Verify Before You Apply
This program has changed noticeably in a short period: the Part 2 elimination, the VMF2A/VMF2B route, and an updated competency framework all landed within roughly a year. Keep these cautions in mind:
- The 18th-edition manual is the basis for this article, but SAVE has announced work on a 19th edition. A published replacement had not been confirmed at the time of writing.
- SAVE's index also lists a separate CVS Certification Portal Manual, so read that alongside the main manual when preparing your application.
- Where this article and an issuer page differ, the current issuer application, exam and training pages govern.
- Official question totals and candidate pass-rate statistics were not verified, so treat any such number you find elsewhere with caution.
